Evaluation of the feasibility of a carbon reduction programme in the North West

 
 

Challenge


Orion Innovations was asked to evaluate the feasibility of a Northwest Programme, supported by the Northwest Regional Development Agency (NWDA) and delivered by the Carbon Trust, focused on supporting significant energy users in reducing their carbon emissions. The main criteria for the programme were that it should deliver additional carbon emissions reduction to those already obtained through existing schemes and that it should be cost-effective.

 

Approach

 

The project consisted of two parts. The first part was concerned with mapping the total carbon emissions abatement market opportunity in the Northwest against the current activity by the Carbon Trust and other delivery bodies, in order to identify gaps and potential market failures.

 

The second part was concerned with the definition of an appropriate programme of work that will have a meaningful impact on carbon emissions, including funding sources, governance structure, performance metrics, implementation plan and risk assessment.

 

Outcome

 

A Northwest CO2 Reduction Programme was defined, comprising six ‘workstreams’ which address the most critical barriers to the uptake and implementation of carbon abatement measures. Together these are forecast to deliver cumulative CO2 emissions abatement of 1.4 million tonnes over four years.
